Andrew McCabe was born Andrew George McCabe on March 18, 1968, in Hartford, Connecticut, to American parents. An American native, he belongs to a white ethnic background.

McCabe attended The Bolles School in Jacksonville, Florida, completing his graduation in 1986. Following the graduation, he went to the Duke University from where he graduated in 1990. Similarly, he received a J.D. degree from Washington University in St. Louis in 1993. Also, he was a brother of the Sigma Alpha Epsilon fraternity.

While attending law school, he interned in the criminal division of the United States Department of Justice. McCabe spent three years in a private law practice in Philadelphia due to a hiring freeze.
