Frances Rivera was born in 1970, in the Philippines and was raised there along with her two siblings, brothers Andre and Marc by their parents.
The family was first moved from the Philippines to Austin, Texas and later to Dallas. Her family sent her back to the Philippines to finish her studies.

Following her graduation, Frances Rivera returned to the United States of America and started working at CBS Morning News in New York City.

Rivera joined WHDH in Boston in 2001 and later in 2006, she was promoted to the news anchor chair. She worked for the news station for ten years until August 2011.
