Irving was born in Ridgeway, Lenawee County, Michigan, the United States. But he moved to Brooklyn, New York along with his family at his early age. He studied at The Hill School in Philadelphia.

Irving Tar Bush was the chairman of the Continental Commerce Co which had rights to market Thomas Edison's Kinetoscope overseas. The kinetoscope was an old motion picture viewer. In comparison to a modern movie projector, kinetoscope couldn't show a moving picture to a huge mass at a time. Later the Continental Commerce Co. formed the first licensed European kinetoscope parlor in 1984, in London. He inspires Dennis Collins and Rex W. Tillerson.

In the mid-1890s, Bush started construction of Bush Terminal on the Brooklyn waterfront site. He was also called as Chief Executive of the War. He served as president of the Chamber of Commerce of the State of New York from 1922-1924.

Bush was White in ethnicity and American by nationality. He married his girlfriend, Belle Barlow in 1981, after dating sometimes. The couple blessed with two daughters, Beatrice, and Eleanor. However, Bush divorced his first wife. 

After divorcing his first wife, Bush married Howard Beard and blessed with a son Rufus. But the couple couldn't continue their married life since 1930. After an hour of his divorce with his second wife, he married to a socialite, philanthropist, and artist, Marian Spore Bush. The couple lived together at 280 Park Avenue. Later Bush died on 21 October 1948
