A native of Bournemouth, Dorset, England, Dowding was born on 30th of January 1980. Her mother Zena is Filipina whereas to a British father, Chris. She raised in Roman Catholic environment alongside her younger sister, Melanie.
Leilani enrolled at "St. Peter’s School" in Bournemouth, where she earned eleven GCSEs and three A-levels. With the aim of becoming a city trader, Dowding attended Royal Holloway, University of London, in Surrey.
At the age of 18, Leilani won the title of 1998 Miss Great Britain. Following year, she became the very first woman of Asian descent to represent in the Miss Universe pageant. After her success in beauty pageants, Leilani dropped out of university to pursue a full-time modeling career.
Dowding then started appearing as a Page 3 girl in "The Sun." She also appeared in “Faking It Celebrity Wrestling” and “Celebrity Fear Factor." She did character of Tiger Lilly in a TV series Peter Pan.

After a tragic separation, she began dating Richard Palmer, ex-husband of Raquel Welch, to whom she married. However, the couples’ relationship did not last long and they divorced soon.
