Burgess was born in Rochester, Minnesota, United States to Norma and Harry Meredith Burgess. His forefathers were from Nova Scotia. He grew up in Denton, Texas. He studied at The Selwyn School, Texas and graduated in 1968.

He is a graduate from North Texas State University in 1972 and completed his medical study from the medical school at The University of Texas Health Science Center at Houston in 1977. His residency was in Obstetrics and Gynecology from Parkland Memorial Hospital in Dallas, Texas.
