They grew up together with their parents. He attended Fort Smith, Arkansas, grade school. He changed his residence to Moore, Oklahoma. Keith graduated from Moore High School.

Toby started working as a derrick hand in the oil fields after graduation. He worked hard in oil fields to become an operation manager, but later in 1982, the oil industry in Oklahoma began a rapid decline, and Keith soon found himself unemployed. After that, he returned to his football training and played a defensive game with the semi-pro Oklahoma City Drillers club, but he was not selected.

Then, Toby pursued his career in music in the early '90s. He signed with Mercury Records, and by 1993 his self-debuted album hit platinum. His follow-up records like Boomtown 1994 and Blue Moon 1996, were equally successful. Later in 1999 his Album How Do You Like Me Now!, won two Academy of Country Music (ACM) awards in 2000.

After being favored in media as a singer, Toby released an album, Shock's Y'All, in 2003, which was listed on the top country and pop album charts. This Album title plays on the military expression, shock, and awe from the Iraq war, and his song to the troops American Soldier was a big success.
